It is worth saying plainly: most homes in Bibb County do not have a basement. The dominant foundation types here are crawl space and slab-on-grade, and if you are looking for the source of a musty smell in a typical Macon house, the crawl space is a far more likely candidate.
But Macon sits on the fall line where the Piedmont drops toward the coastal plain, and the terrain is genuinely rolling. Neighborhoods built into that terrain — Shirley Hills was developed across the hills of a former estate, and there are similar hillside lots throughout the Ingleside, North Highlands and North Macon areas — produced houses with daylight basements, walk-out lower levels and partially below-grade rooms. Those spaces get a specific set of problems.
If your lower level is finished and you can smell mustiness but see nothing, the growth is very often on the back of the drywall or behind the baseboard, facing the concrete. It usually takes removing a small section at floor level to find out, which is worth doing before committing to a large scope.
Lower-level rooms in low-lying parts of the county carry additional history. The Ocmulgee's record 35.4-foot crest in July 1994 put water into buildings across Macon, and the river reached its highest level since during the remnants of Hurricane Helene in September 2024. If a lower level has taken flood water at any point, ask what was done afterwards. Buildings that were dried superficially and closed back up can carry the consequences in the framing for decades.

Generally yes, in this climate, and it is often the single most effective thing you can do — provided there is no active water entry. Target below 60% relative humidity and drain the unit to a sump or condensate pump rather than emptying a bucket, because a bucket that overflows on a holiday weekend defeats the purpose.
Counter-intuitively, no — not in a Middle Georgia summer. Bringing warm humid outdoor air into contact with cool below-grade walls causes condensation on those walls. Dehumidification with the space closed up works better here.
Masonry sealers have a role against minor vapor transmission on an otherwise dry wall. Against actual water under pressure they generally fail, sometimes spectacularly, and they can trap moisture in the wall while hiding the evidence. Deal with the exterior water first.
Basement and lower-level work comes up most in the hillier neighborhoods around Macon and in the counties to the north.
Middle Georgia's humid subtropical climate means a below-grade wall rarely gets a dry season to recover in. Groundwater on sloped lots tends to move downhill toward the lowest point of a house, and in older neighborhoods with clay soil that drainage often finds a foundation crack or a below-grade window well before it finds the storm drain. A dehumidifier can manage humidity in the air, but it cannot outrun standing water coming through a wall, which is why the exterior drainage question usually gets asked before any interior repair begins.
