If you own an older home in Macon there is a reasonable chance the problem is under your feet. Ingleside, Vineville, Shirley Hills and the streets around them are full of houses built between the 1920s and the 1950s, sitting on perimeter foundations with vents ringing the crawl space. Those vents were building code for good reasons at the time, based on the idea that circulating outdoor air keeps structural wood dry.
The theory works in a dry climate. It does not work here. Through a Macon summer the outdoor air is hot and carrying a heavy moisture load, while the ground under your house and the masonry piers stay comparatively cool. Pull that air through the vents and across the underside of your floor and it condenses, depositing water onto joists, rim board and subfloor decking.
The result is a space that gets wetter the harder it is ventilated, from roughly June through September. Homeowners often describe floors that feel cool and slightly damp, insulation that has sagged out of the joist bays and is lying on the ground, and a smell that comes up through the floor registers when the AC kicks on.
Encapsulation means treating the crawl space as part of the building envelope rather than as outdoors. The vents get sealed, a heavy liner covers the ground and walls, and a dehumidifier keeps the space at a controlled humidity. It has become standard practice across the Southeast for exactly the reason described above.
It is not free, and it is not automatically the right answer for every house. Where there is active groundwater intrusion, drainage has to be handled first or you are sealing a bathtub. Combustion appliances located in the crawl space need care around air supply. And some homes with genuinely dry, well-drained crawl spaces do fine with a good vapor barrier and better exterior drainage alone.
Ask any contractor quoting encapsulation what dehumidifier they are specifying, what its capacity is relative to your square footage, where it drains to, and who services it. A sealed crawl space with no functioning dehumidifier is worse than a vented one.

Often yes, but only as part of a properly executed encapsulation with a vapor barrier and humidity control, and only after drainage into the space has been dealt with. Closing vents on their own, with bare soil underneath and no dehumidifier, can make things worse by trapping ground moisture with nowhere to go.
It uses electricity continuously through the humid months, so there is a real running cost. Against that, a dry crawl space reduces the moisture load the air conditioning has to remove from the house above, and it stops you replacing floor framing. Ask the contractor for the unit's rated power draw so you can estimate it against Georgia Power rates rather than guessing.
Laying a vapor barrier is within reach of a determined homeowner, and it is better than bare soil. The difference between a DIY sheet and a professional installation is in the details: thickness of the liner, overlapping and sealing seams, running it up the walls and fastening it, and working around piers and plumbing without leaving gaps. Those details are most of the performance.
That is a drainage problem before it is a mold problem, and it needs to be solved in that order. Look first at grading, gutters and downspouts, because a downspout discharging next to the foundation is a startlingly common cause. Where the water table or a hillside is genuinely pushing water in, an interior perimeter drain and sump may be needed. Mention standing water on the first call — it changes who we route you to.
