Vineville was listed on the National Register of Historic Places in 1975. It runs along Vineville Avenue in midtown Macon and takes in an unusually wide span of architecture: Plantation Plain and Victorian houses alongside Neoclassical, Bungalow, English Tudor, Italian Renaissance and Spanish Villa examples. Some of it began as large estate land, which is why the lots and the setbacks feel different from anything built after the war.
That range matters practically. A remediation approach appropriate to a 1970s ranch is often wrong in a house where the wall assembly is lath and plaster over old-growth framing, and where the original builder had never heard of a vapor barrier.
In a neighborhood with this much canopy, the most common water source we hear about is entirely mundane: gutters that fill with leaf litter faster than anyone cleans them, then overflow at the fascia and dump water directly against the foundation. Just off Vineville Avenue, near Freedom Park, sits the former Payne City — a textile mill village founded around a mill owned by William Sims Payne, which remained a separate incorporated town completely surrounded by Macon until the state legislature abolished it in 2015 and folded it into the consolidated government.
The mill housing built for that community is a distinct building type: small, closely spaced, originally built to a budget for workers, and now approaching a century old. Those houses tend to have shallow crawl spaces, minimal original insulation and drainage that was never really designed. They are worth having looked at carefully rather than assumed to be like the larger houses a few streets away.

Ask specifically how they intend to handle plaster, original trim and heart pine flooring, and whether they have worked in Macon's historic districts before. Get the answer before you sign, and write the protection of specific features into the scope.
For a house of that age, entirely normal — bare soil under a vented crawl space was simply how it was built. It is also one of the most cost-effective things to change, because bare Georgia clay releases moisture into the crawl space continuously.
Design review is concerned with the visible exterior character of the district. Work under the house is not typically the issue; visible changes at the foundation line, such as covering or replacing foundation vents, may be. Ask Macon–Bibb County Planning & Zoning before the work rather than after.
